The tradition of flying the flag at half-mast began centuries ago. so that the invisible flag of death would be hoist on top of the flagpole which means power, existence, and the appearance of death.

As for how to lower the flag to half-mast. The flag must first be rais to the top of the pole. The flag was then lower to half-mast level (according to student regulations, it was determin that it should be lower from the top of the pole to only 1/3 of the height of the pole.

or in other words The flag shall be at the height of two-thirds of the flagpole height) or at another level specified by law. In addition, when the flag is rais from the top of the flagpole at the end of the day, The flag must be brought back up to the top of the pole first. So the flag can be lower as well.
